Mark Policinski
Chief Executive Officermpolicinski@oki.orgMark Policinski is celebrating his 22nd year as a CEO, a position he has held since 2003 with the Ohio-Kentucky-Indiana Regional Council of Governments (OKI).
Mark’s notable accomplishments include senior-level positions in the private sector, including CEO of the Brown Publishing Company and vice president of The CoStar Group.
Before moving to Cincinnati, Mr. Policinski worked in Washington, D.C., on Capitol Hill and in the administration of President Ronald Reagan.
He has served on many public and private sector boards. Mr. Policinski is on the Board of Mater Filius Queen City, an organization that provides housing, food, transportation and educational support to homeless, pregnant women.
For two decades, Mr. Policinski has been named as one of the 100 Most Powerful Leaders in the Tri-State by Cincy Magazine.

Robert Koehler
Deputy Executive Directorrkoehler@oki.orgBob is responsible for all transportation planning functions of the agency including the Transportation Plan, TIP, Work Program, Project Prioritization Process and special studies. Bob is a professional engineer with a degree in Civil Engineering from the University of Kentucky.

Robyn Bancroft, AICP
Strategic Initiatives Managerrbancroft@oki.orgAs Strategic Initiatives Manager for the Ohio-Kentucky-Indiana Regional Council of Governments (OKI), Robyn is responsible for the management of cutting-edge freight transportation planning, as well as the identification and coordination of the public/private partnerships and funding to achieve them. Robyn serves as the Vice Chair of the Ohio Freight Advisory Committee, the MPO representative for the Kentucky Freight Advisory Committee for Transportation and serves on the Transportation Research Board’s Urban Freight Transportation and Truck Industry Research committees. She holds a Master’s degree in Urban and Regional Planning from the University of Illinois at Urbana-Champaign and a Bachelor’s degree in Art History, Criticism and Conservation from Florida State University.

Regina Fields
Project Administratorrfields@oki.orgRegina is responsible for transportation planning, handling of the monthly ICC meetings and meeting material preparation, coordinates UPWP monthly/quarterly progress reports. Regina works directly for the Deputy Executive Director on the Metropolitan Transportation Plan, UPWP, TIP, special studies and prioritization process.

Toni Gleason
Sr. Accountanttgleason@oki.orgToni is responsible for Accounts Receivable, Payroll, and Procurement, and also assists with Budgeting, Reporting, Accounts Payable, and the Flex Time Program. Toni holds a Bachelor’s degree in Accounting from the University of Cincinnati.

Katie Hannum
Director of Financekhannum@oki.orgKatie is responsible for planning, oversight and coordination of the financial and accounting operations of OKI. Katie holds Bachelor’s degree in Accounting from the University of Cincinnati.

Summer Jones
Transportation Alternatives Coordinatorsjones@oki.orgSummer is the Transportation Alternatives Coordinator at OKI and is responsible for active transportation projects throughout the region funded with TA monies in addition to working on the 5310 program. She has a Bachelor of Science Degree in Communications from the University of Cincinnati.

Andrew Meyer, AICP
Senior Planner for Land Useameyer@oki.orgAndy maintains and implements OKI’s Strategic Regional Policy Plan, How Do We Grow From Here?, manages the Fiscal Impact Analysis Model program, and coordinates the Regional Planning Forum. Andy currently serves as the Director of the Cincinnati Section of the American Planning Association, coordinating professional development and educational opportunities for the region’s urban planning professionals. He holds a Master’s degree in Community Planning from the University of Cincinnati and over fifteen years of experience in local, county, regional, and private sector planning.

Travis Miller, ASLA
Regional Planning Manager tmiller@oki.orgTravis is responsible for advancing the OKI Strategic Regional Policy Plan and leads associated agency programs including regional land use, water quality, and environmental planning. Travis is a licensed Landscape Architect and an Adjunct Instructor at the University of Cincinnati’s DAAP School of Planning. Travis holds a Master of Community Planning from the University of Cincinnati and a Bachelor of Science degree in Landscape Architecture from the Ohio State University.

Margaret Minzner, GISP
Senior Environmental Plannermminzner@oki.orgMargaret is responsible for the management of the Greenspace program including coordination of the consultation process and implementation of the OKI’s Strategic Regional Policy Plan recommendations for conserving natural systems and integrating greenspace into the development process. Margaret holds a Doctorate degree in Education and Master’s degree in Integrative Studies, both from the Northern Kentucky University, a Bachelor of Arts degree in Biology from Skidmore College.

Jenny Newcomb
Digital Media Specialistjnewcomb@oki.orgJenny supports OKI’s overall communications and digital media strategy through social media and website management, content creation, email campaigns and other communications. She also coordinates the region’s Clean Air and RideShare program. Jenny has a Bachelor of Fine Arts Degree in Electronic Media/Media Production from the University of Cincinnati College Conservatory of Music.

Elizabeth Niese, Ph.D.
Data Analysteniese@oki.orgElizabeth analyzes transportation related data across the OKI region to support projects and services throughout the agency. Elizabeth holds a PhD and BS in Mathematics from Virginia Tech and a MS in Mathematical Sciences from the University of Central Florida.

Jessica Ondrovic, SHRM-SCP
Human Resources Managerjondrovic@oki.orgJessica leads the HR operations and people strategies for OKI. This includes talent acquisition, employee retention, benefit & compensation administration, performance management, policy and process creation and adherence, employee relations, and training. Jessica has her Bachelor’s Degree in Human Resources & Development from the University of Cincinnati. Jessica is a member and has her Senior Certified HR designation with the Society of Human Resource Management (SHRM).

Michael Outrich, AICP
Senior Planner and Demographermoutrich@oki.orgMichael is responsible for developing socioeconomic datasets and future year projections to be utilized in OKI’s Regional Transportation Plan and other planning initiatives. Michael also assists OKI municipalities and counties and other OKI staff with any demographic data needs they may have. Michael holds a Master’s Degree in City and Regional Planning from the Ohio State University and a Bachelor of Science degree in Geographic Information Sciences from Ohio University.

Jersson Pachar
Traffic Engineering Technicianjpachar@oki.orgJersson oversees traffic data collection processes, quality control and performance of traffic counting devices across the seven major bridges in the Cincinnati area. In addition, he collaborates with state transportation organizations to collect traffic count data for the region. He has a Bachelor of Arts in Physics and Geology from Wittenberg University and a Bachelor of Science in GIS from Arizona State University.

Suzanne Parkey, CPSM
Sr. Digital Communications Strategistsparkey@oki.orgA natural problem solver focused on customer experience, Suzanne fuses strategy and design to create clear digital and print communications. At OKI she is the wrangler of websites and integrated communications. She has served on the boards of the American Marketing Association (AMA) and International Association of Business Communicators (IABC) and is currently serving a leadership role with the AMA. She is a member of the AMA, Society for Marketing Professional Services (SMPS), and National Association of Government Web Professionals (NAGW).

Jim Pickering
Senior Communication Specialistjpickering@oki.orgJim researches, writes and edits speeches and other executive communication for the agency’s executives. He also produces press releases, web content and related messaging in support of OKI’s mission. Jim manages the agency’s media relations plan, which uses digital and traditional news outlets to educate the public on OKI’s plans, projects and programs. Jim has a Bachelor of Science degree in Mass Communications, and minors in print journalism and public relations, from Towson University.

Lorrie Platt
Executive Advisor and Board Administratorlplatt@oki.orgLorrie acts as the liaison between the OKI Board of Directors and OKI staff, including the monthly board meetings and overseeing the annual nominating committee process. She provides support to the CEO and the OKI officers as needed in addition to event planning for OKI’s annual luncheon and other special events. She graduated from Ohio University with a bachelor’s degree in organizational communication and is currently serving a 9-year term as a trustee for the university. In addition, Lorrie is the media chair for Women in Transportation, southwest Ohio chapter.

Brett Porter, AICP
Senior Transportation Plannerbporter@oki.orgBrett is responsible for overseeing OKI’s participation in the Federal Transportation Management Program. Brett also conducts the Congestion Management Program – including completing the CMP: Findings and Analysis Report, manage the Regional Intelligent Transportation System – including completing an overhaul and update to the Regional ITS Architecture and Strategic Plan, and assist in the completion of the Metropolitan Transportation Plan. Brett is AICP-certified through the American Planning Association and holds a Masters of Arts in Geography and Planning from the University of Toledo.

Andy Reser, AICP
Manager of Transportation Programmingareser@oki.orgAndy is responsible for the programming of federal aid transportation projects and maintaining the Transportation Improvement Program for the 8-county OKI region. Andy holds a Master’s degree in Geography from the University of North Carolina at Charlotte and a Bachelor’s degree in Geography and Regional Planning from Indiana University of Pennsylvania.

David Rutter
Senior Environmental Plannerdrutter@oki.orgDavid is responsible for the management of OKI’s water quality program including coordinating the Groundwater Committee and maintenance of the “Water Quality Management Plan for Butler, Clermont, Hamilton, and Warren Counties in Ohio”. David holds a Master’s degree in Adult Education/Environmental Education from the Ohio State University and a Bachelor of Arts degree in History with teaching certification from Ohio Wesleyan University.

Jackson Shiffert
GIS Developerjshiffert@oki.orgJackson is responsible for maintaining OKI’s web mapping applications and conducting spatial analyses in support of transportation planning and related activities in the greater Cincinnati area. Jackson holds a B.S. in GIS from the Ohio State University.

David Shuey, GISP
Director of Information Systems and Analyticsdshuey@oki.orgDavid manages OKI’s internationally recognized and award winning GIS Department. He is responsible for managing the implementation, use, and operation of GIS software and databases for the Council’s eight-county region. He and his team maintain large regional datasets and develop advanced analytic applications for transportation and environmental planning efforts across Greater Cincinnati. David is OKI’s subject matter expert on all aspects of electric vehicles (EVs) from charging and charger location site selection to vehicles and fleet deployment. David holds a Master of Community Planning degree and a Bachelor of Arts degree in Geography, both from the University of Cincinnati, and he also has a Part 107 Remote Pilot’s license from the Federal Aviation Administration.

Rachel Stuckey
GIS Specialistrstuckey@oki.orgRachel prepares maps and data for agency projects, gathers and digitizes spatial data and more. She has a Masters of Science in Geo-Informatics from Murray State University.

Gabriela Waesch
GIS Analystgwaesch@oki.orgGabriela has been a GIS Analyst with OKI since 2017. Her primary duties include maintaining data systems, assisting with data analyses, UAV piloting, field work, and creating print and web maps as needed for transportation and regional planning projects. She also works in tangent with the communications department to help to showcase OKI’s regional projects using ESRI’s Story Maps. Gabriela holds a B.S. in GIS and a B.A in Anthropology from the University of Cincinnati.

Hui Xie
Senior Engineer/Senior Plannerhxie@oki.orgHui is primarily responsible for data development and evaluation for OKI’s regional travel demand model. She also works on model validation. Her other duties include overseeing traffic count data collection projects. Hui holds a Master of City and Regional Planning from the Ohio State University.

Dr. Liren Zhou, Ph.D.
Manager of Transportation Modelinglzhou@oki.orgLiren is responsible for management of data service in support of OKI’s mission of transportation alternative evaluation. He and his team develop, maintain, and apply the OKI’s advanced travel demand model for transportation policy evaluation and traffic study of the transportation projects in the Council’s eight-county region. Liren holds a Ph.D. (transportation) and a Master of Science in Civil Engineering, both from University of South Florida.

Ting Zuo, Ph.D.
Senior Transportation Analyst/Programmertzuo@oki.orgTing is responsible for transportation model development & application, data analysis, and model documentation to support transportation planning in the OKI region. Ting received her Ph.D. in Civil Engineering from the University of Cincinnati. With a background in transportation modeling and planning, Ting is committed to helping communities develop sustainable and efficient transportation systems that improve mobility and accessibility for all.

Timothy Stautberg
Accountanttstautberg@oki.orgTimothy is responsible for a variety of expense, budget, and other accounting tasks. He has a Masters and Bachelor Degree in Accounting from the University of Cincinnati.
