Overview
The U.S. Department of Transportation, along with Ohio, Kentucky and Indiana state DOTs, allocate certain formula funds to OKI. We then award these funds to cities, counties, townships, transportation improvement districts, transit authorities, non-profits, and other eligible entities, which support projects that meet the goals of our Metropolitan Transportation Plan. Total funding available can be anywhere from $40M to $80M annually — and typically require a 10% to 20% non-federal match.
OKI has established a nationally recognized Prioritization Process for project recommendations and for selecting applications most qualified for federal funding. Navigating the Prioritization Process can be quite daunting. The good news is, we’re here to help.

Funding Programs
Surface Transportation Block Grant (STBG)
This program may be used by states and localities for projects to preserve and improve the conditions and performance on any federal-aid highway, bridge and tunnel projects on any public road, pedestrian and bicycle infrastructure, and transit capital projects, including intercity bus terminals. STBG funds are only available for projects within the OKI Urbanized area.
Transportation Alternatives Program (TA)
This program is for projects defined as transportation alternatives, including on- and off-road pedestrian and bicycle facilities.
Congestion Mitigation and Air Quality (CMAQ)
This is a program for projects that will reduce emissions in designated areas of the U.S. The goal: to help a region meet or maintain the National Ambient Air Quality Standards (NAAQS).
Enhanced Mobility of Seniors and Individuals with Disabilities (Section 5310)
This program provides funding to private nonprofit groups to help meet the transportation needs of seniors and people with disabilities, when the transportation provided does not meet these needs. The Federal Transit Administration (FTA) provides federal funds for this program to the Cincinnati urbanized area (Cincinnati, OH–KY–IN Urbanized Area – Profile data – Census Reporter). OKI as the Designated Recipient of Section 5310 funds is responsible for developing and maintaining a Coordinated Public Transit-Human Services Transportation Plan as a basis for awarding these funds.
STBG/SNK Repaving Pilot Program
The STBG/SNK is a new pilot program established in 2025. It provides funding for simple mill and fill type roadway resurfacing projects.
