Our Water Quality Management Plan
OKI maintains the Water Quality Management Plan for Butler, Clermont, Hamilton and Warren counties in southwest Ohio.
This plan is required by Section 208 of the federal Clean Water Act, which says that areas with substantial water quality problems must develop a management plan to control pollution on a regional or “area wide” basis.
OKI’s plan is a living document, continually edited and updated. Initially, updates to our original 208 plan, which was completed in late 1977 and adopted in early 1978, were limited due to lack of federal funding.
In 2009, the state of Ohio committed to stable funding for the plan’s maintaining and updating. Its first major update was completed in 2011; since then, OKI has regularly updated chapters and GIS data.
What is a Water Quality Management Plan?
Water quality management plans describe and promote efficient and comprehensive programs for controlling water pollution from point and nonpoint sources in a defined geographic area.
Ohio EPA and 208 Planning
Ohio EPA reviews and updates, as necessary, the state’s 208 Plan.
By federal law, however, states cannot issue discharge permits for wastewater treatment facilities that conflict with regional plans. OKI works with local governments to determine who provides sewer service and the areas in which it will be provided, so that duplication of effort is avoided.

Special Programs and Technical Support
OKI coordinates and manages a number of water quality-related initiatives, studies and committees. This is primarily work is done under our 208 funding. When our work involves a Kentucky or Indiana community, we must use a local water fund, since 208 only applies to those areas in Ohio.
Through collaboration with local governments and agencies in the region, OKI has assisted in securing grants, developing studies and plans, and providing technical assistance.
