The Ohio-Kentucky-Indiana Regional Council of Governments (OKI) is now accepting Statements of Qualifications (SOQ) for professional services to perform advertisements for OKI’s Rideshare and Clean Air campaigns – radio and television airtime, billboards, online ads, advertising on public transportation, and digital media. OKI, as the Metropolitan Planning Organization (MPO) for the Cincinnati and Northern Kentucky metropolitan area, will serve as the project manager and contract directly with the selected firm resulting from this RFQ.
If the Proposer is a team, the team must be led by a firm that has the managerial and technical resources to communicate and coordinate directly with OKI and manage the work of the entire team. The team lead will function as the “Prime” and will be expected to assist and advise OKI in managing the project.
This RFQ document contains detailed submission guidelines and SOQ specifications.
Interested firms’ questions and inquiries on the specifications of this SOQ shall be submitted in writing via email to jnewcomb@oki.org. Questions will be accepted until September 27, 2024 at 2:00 p.m. EDT. The responses to all questions will be posted on www.oki.org within two (2) business days of receipt.
Submittals
All items requested as part of the RFQ must be completed in their entirety. Failure to do so can result in the submittal being declared unresponsive and will be automatically DISQUALIFIED. OKI must be in receipt of all SOQs by the date identified in Section 2.1.1 at the following address. One (1) original and one (1) copies of the SOQ are required.

Questions:
1. On page 20 of the PDF, at the end of the cover sheet, there is a place that asks: “I acknowledge receipt of the following Addendum:” and then has check boxes. I am asking to confirm that I check all those and list the other included addenda.
If OKI needs to communicate additional information related to the RFQ after it’s initial posting, they would be labeled Addendum #1, #2, etc. At this time, there hasn’t been any addendums added so you would not need to check those boxes, but still please sign on that line. The first signature line on that page relates to the information above it on page 19.
2. Your RFQ requires four forms to be submitted, but lists no other deliverables. Are firms allowed or desired to submit any other information? For example, case studies of similar work, firm capabilities, background etc.? Or just the required forms and nothing more?
Firms are able to submit any information they choose in addition to the required forms. After submittals are opened and reviewed, the committee will reach out to selected firms for potential contract negotiations.
3. One of the evaluation criteria is listed as “the submitting firm’s ability to provide radio/television airtime, billboards, online ads, digital media ads, or ads on public transportation for the Clean Air and RideShare Programs” – Can you please clarify if this engagement is for the creative development of these ad units? Or JUST the media planning and buying? The phrasing “provide airtime” is what we are seeking clarity on. We are able to plan and place media but our primary service offering is actually developing the campaign creative.
This RFQ is primarily for the planning and buying of advertising, not the creative development, but firms can submit any information they choose for consideration of the review committee.
