On March 11, 2025, this RFQ was updated, per guidance from state departments of transportation and federal highway authorities. This survey will be of select populations, specifically the elderly, low-income, disabled, and zero-car. The Revised RFQ no longer refers to environmental justice or racial equity. Submissions which have not fully updated to these changes will be accepted.

The Ohio-Kentucky-Indiana Regional Council of Governments (OKI) is now accepting Statements of Qualifications (SOQ) for professional services to conduct a survey and collect data from residents of environmental justice (EJ) areas and from EJ populations to understand their transportation needs and preferences. OKI, as the Metropolitan Planning Organization (MPO) for the Cincinnati and Northern Kentucky metropolitan area, will serve as the project manager and contract directly with the selected firm resulting from this RFQ.

Interested firms’ questions and inquiries on the specifications of this SOQ shall be submitted in writing via email to Julia Brossart. Questions will be accepted until February 27, 2025, 4:00 p.m. EST. The responses to all questions will be posted on www.oki.org within two (2) business days of receipt.

Submittals

All items requested as part of the RFQ must be completed in their
entirety. Failure to do so can result in the submittal being declared unresponsive and will be automatically DISQUALIFIED. OKI must be in receipt of all SOQs by the date identified in Section 2.1.1 at the following address. One (1) original and seven (7) copies of the SOQ are required.

Q & A

1. Is there an incumbent for this work or is this a new requirement?

There is no incumbent firm

2. Has a budget been released for this RFP?  

As noted on page 5 of the RFQ, bids for the cost of the proposed project shall not be a factor in the evaluation of firms until negotiations are begun in accordance with Ohio Revised Code Section 153.691 and KRS 45A.750. Cost proposals must not be part of the submittal. Submittals containing any costs, cost proposals, or any other cost related figures will be rejected.

3. Is the DBE point allocation the same for a DBE as a lead firm vs. a lead firm with a DBE subcontractor doing part of the work?

As noted in evaluation criteria on page 20 of the RFQ, members of the selection committee shall a review and evaluate a firm/project team’s relevant knowledge and experience for the services requested. Specific evaluation criteria will include up to 20% for being a DBE or having a DBE on their team.

4. As it relates to completing the References/List of Relevant Work in Section 3.1.3.  Can an additional page or pages be added to allow for our ability to adequately describe one or all three of our most recent and most relevant work examples? If so, would there be a specific page limit to which we would have to adhere?

A page or pages may be added in Section 3.1.3/References.

5. While the References/List of Relevant Work in Section 3.1.3 requests 3 relevant work examples, can more than 3 examples be submitted up to as many as 6?

Section 3.1.3. says to provide ‘a list and description of the three most recent and most relevant work examples.’ There is no mention of a page length limit. Yes, you may submit the three most recent and the three most relevant work descriptions, up to six.

6. In efforts of identifying partner firms, is there a plan holders/bidders list, pre-bid attendee list, and/or something similar available?

There is not.
